The Decree No.180L5 of November 1975 (formerly known as the First Ministerial Management of Magical Muggle-BorN Behavioral Observation - Act Number.792limacalf) was a decree passed by the Ministry of Magic in November, 1975.
The Ministry of Magic Official Guidelines No. 34, passed in 1997 by the Death Eater regime, used this Decree as its legal basis.[1]
Behind the scenes
The "lima" portion of "limacalf" is likely a reference to Eduardo Lima, a graphic artist who has worked on every Harry Potter film since Harry Potter and the Prisoner of Azkaban.
