Choco-Loco is presumably a kind of chocolate. They were sold at Honeydukes Sweetshop in Hogsmeade in 1993.[1]

Etymology
The name could be based on the word 'loco', Spanish for 'crazy' or 'insane'. It could also be connected to the word 'locomotive'.
