Choco-Loco is presumably a kind of chocolate. They were sold at Honeydukes Sweetshop in Hogsmeade in 1993. [1]
Behind the scenes
They were only mentioned on a piece of paper that could be seen on the Honeydukes Virtual Tour.
Etymology
The name could be based on the word 'loco', Spanish for 'crazy' or 'insane'. It could also be connected to the word 'locomotive'.
