A bugging device is a Muggle electronic device used for the purpose of eavesdropping.
In 1995, Harry Potter suggested to Hermione Granger that Rita Skeeter had her "bugged" when Hermione wondered how Rita found about a conversation of hers with Viktor Krum, referring to this type of technology.
Hermione dismissed Harry's suspicion, as this type of electronic device does not work at Hogwarts School of Witchcraft and Wizardry. It was her recall of Harry's suggestion, however, that set Hermione on a train of thought that led to her later realising that Rita was an unregistered Animagus who could transform into a beetle at will.[1]
