A Bring-and-Fly Sale is a likely wizarding version of the Muggle Bring and Buy sale. It likely would have second-hand magical items and wouldn't be seen by Muggles. In 1996, Rita Skeeter sarcastically asked Luna Lovegood if the "stupid little village newsletter" published by her father carried the dates of upcoming Bring-and-Fly Sales.
