The Blibbering Humdinger is one of the many strange creatures that Luna Lovegood believes exists though not many others do. Luna first mentions the Blibbering Humdinger in Harry's Fifth year to Lavender Brown and Parvati Patil who were laughing at her earrings. At the end of the Second Wizarding War, in order to give Harry some peace, she distracts everyone in the Great Hall by pretending to see one of these creatures.
