The Blibbering Humdinger is one of the many strange creatures that Luna Lovegood believes exists though not many others do.
However it is possible that she made up the existence of this creature in order to create a diversion for Harry Potter get some peace and quiet after the end of the Second Wizarding War, using her reputation for believing in peculiar creatures to her and Harry's andvantage.
