Blagging is a common Quidditch foul that consists of grabbing the broomstick tail of a player from the opposing team in order to delay or thwart them. This foul can be committed by all players. It happened, along with the other six-hundred and ninety-nine fouls in the 1473 Quidditch World Cup.

Draco Malfoy may have commited this foul when he grabbed Harry Potter's Firebolt broomstick in a match in 1994. However, Madam Hooch did not call the foul.
