Its exact date of publication is unknown. However, it was presumably published before The Life and Lies of Albus Dumbledore was released, given the blurb printed on that book's cover, which read "by Rita Skeeter, bestselling author of Armando Dippet: Master or Moron?"[1]
Given Skeeter's usual writing methods and the content of her other known books, it is likely that the book was just as inaccurate as her newspaper articles in the Daily Prophet.
