This anti-werewolf legislation was drafted by Dolores Umbridge in 1993 due to her irrational hatred for what she considers to be "half-breeds". It made it very difficult for people with lycanthropy to find employment, thereby forcing some, like Remus Lupin, into poverty or being forced to take jobs far behind their abilities, while driving others to join Lord Voldemort, under the belief they would have a better life.

When Harry Potter and his friends Ron Weasley and Hermione Granger were told of this by Harry's godfather Sirius Black, he remembered how shabbier Lupin looked those days and this caused his (Harry's) dislike of Umbridge to deepen further.

After Lord Voldemort's defeat in 1998, the anti-werewolf legislation was most likely repealed by the new Minister, Kingsley Shacklebolt, in his effort to reform the Ministry of Magic.
