This anti-werewolf legislation was drafted by Dolores Umbridge in 1993 due to her irrational hatred for what she considers to be "half-breeds". It made it very difficult for people with lycanthropy to find employment, thereby forcing some, like Remus Lupin, into poverty or being forced to take jobs far behind their abilities, while driving others to join Lord Voldemort, under the belief they would have a better life.
