Dolores Umbridge, the drafter of the anti-werewolf legislation

"...she drafted a bit of anit-werewolf legislation two years ago that makes it almost impossible for [werewolves] to get a job."
Sirius Black describing Umbridge's actions against werewolves.[src]

This anti-werewolf legislation was drafted by Dolores Umbridge in 1993 due to her irrational hatred for what she considers to be "half-breeds". It made it very difficult for people with lycanthropy to find employment, thereby forcing some, like Remus Lupin, into poverty, while driving others to join Lord Voldemort, under the belief they would have a better life. After Lord Voldemort's defeat in 1998, the anti-werewolf legislation was most likely repealed by the new Minister, Kingsley Shacklebolt, in his effort to reform the Ministry of Magic.
